The State Agency for Housing Construction was established under the President of the Republic of Azerbaijan

On April 11, President Ilham Aliyev signed the Decree “On the establishment and organization of the activities of the State Agency for Housing Construction under the President of the Republic of Azerbaijan.”

AZERTAC reports that by the President’s Decree, the Regulations on the State Agency for Housing Construction and the structure of the Agency were approved. The total number of employees of the Housing Construction State Agency has been determined at 60 staff units, and “MIDA” Limited Liability Company has been established under the Agency.

According to the decree, approval of the Charter of “MIDA” Limited Liability Company and determination of the charter capital, as well as reorganization and liquidation of the Company are carried out by the President of the Republic of Azerbaijan.

“STOMACH” The contractors of the multi-apartment buildings constructed at the expense of the Limited Liability Company are selected through competition in the manner established by the Law of the Republic of Azerbaijan “On State Procurement”. The State Agency for Housing Construction determines the stages of construction works and the payment conditions for which payment for completed works is allowed to the contractors of multi-apartment buildings built at the expense of the society. At the same time, in order to ensure the fulfillment of the contract with the contractors who will carry out the construction works of multi-apartment buildings built at the expense of the Society, a bank guarantee is required in the amount determined by the State Housing Construction Agency and reflected in the contract concluded with the contractors, taking into account the estimated cost of the work.

The Cabinet of Ministers is instructed to determine the land owned by the state that is not used or leased by legal entities and individuals and belongs to residential zones (except for the areas intended for the construction of private residences and garden houses with courtyards) and public-business zones in terms of territorial zoning and territorial planning. to ensure the disposal of “MIDA” Limited Liability Company based on the application of the State Housing Construction Agency.

According to the decree, the engineering and communication system and lines of the construction facilities to be built on the plots of land at the disposal of “MIDA” Limited Liability Company will be built at the expense of the state budget. The registration of the plots of land at the disposal of the society in the state register of real estate and the state land cadastre will be carried out at the expense of the state budget.

The State Agency for Housing Construction has been instructed to submit proposals to the President of Azerbaijan within two months on the procedure for citizens to obtain apartments from the multi-apartment buildings built on the plots of land provided to the Society with concessions.
